Structure of the Department
Administration and Human Resources Department, is made up of three (3) units, namely:
The Administration and Human Resources Unit
is the engine room of the Institute saddled with the responsibility of running the day-to-day activities of the Institute in line with the vision and mission of the Institute. The Division acts as a check and balance in the workplace to maintain good conduct and comply with the ethics of Public Service. The Administration and Human Resource Division handles the overall administrative functions of the Institute. It plays a vital role in various activities like interviews, onboarding new employees, employee issues, and managing the whole activities related to human resources. It is important to note that most of the functions of this Unit are routine in nature, especially in maintaining a conducive working environment and providing adequate security in the Institute.
The Assets and Maintenance Unit
is the technical section of the Department. It is charged with maintaining the assets of the Institute. It is involved in repair works across all the Institute’s buildings, including its Guest Houses. It is also responsible for the supervision of structural engineering activities carried out by contractors with the application of statutory regulatory compliance.
The Transport Unit
is in charge and responsible for overseeing and management of the smooth operations of the Institute’s pool of vehicles. It performs both technical and administrative functions with monthly financial allocation to cover the maintenance, repairs, and fueling of the pool of vehicles. The Unit is under the supervision of the Administration and Human Resources Division.

Mallam Aminu Bello Dukku
AMINU BELLO DUKKU was born on 5th January 1964 in Gombe, Gombe State. He holds a B.Sc. Business Administration, a Post-graduate Diploma in Computer Science, and a Master’s degree in Banking and Finance. He was a Banker, Lecturer, and now an Administrator and a Human Resources Professional.
Aminu Dukku is an Associate Member Nigerian Institute of Pension (AMIPN), the Nigerian Institute of Management (AMNIM), a Member Chartered Institute of Personnel Management (MCIPM), Fellow Institute of Corporate Administration of Nigeria (FICAN) and a Fellow Michael Imodu National Institute of Labour (fnil). He has attended several courses both national and International. He served as a secretary to many ad-hoc Committees.
Aminu Dukku is presently the Director, of Administration and Human Resources, at the National Institute for Legislative and Democratic Studies (NILDS). He is married with children.
